Through land purchases and consolidation, the large garden was transformed into a public park. This explains the park's irregular layout compared to more formal gardens.

The park continued to grow in 1972 when another portion of the land was added. The building on this acquired land was refurbished and became the Park's Cultural Center of Nations.
